Is it duplicate submission?

Question Description: 

I submitted a paper in a Japanese journal. It was accepted. Now, I am writing a new one in English that improves from the accepted Japanese journal. The methods and conclusions are quite similar. However, I add more data and results that I currently process. For instances, the Japanese paper presented the results from 2016 to 2017. In the new English version, I show the results from 2016 to present, 2018. Moreover, the discussions in the English version are slightly different from the Japanese one. But the conclusions present similar ideas on the validation of methods. Is it considered as a duplicate submission? Thanks!
