Status changes from "with editor" to "under editor evaluation" directly

Dear community,

I met a weird circumstance regrading my submission to an Elsevier journal. I submitted a manuscript and after four days, the status changed to "with editor". However, it took 6 weeks before the status changed to "under editor evaluation" directly. It seems like the editor skipped the "under review" process which seems very weird to me. Do anyone else see this before? Thank you very much and wish you all success!
