The good journals that get accepted for ISI indexing have a wide reputation and a large number of citations before you can even apply for indexing. They are almost always connected to an established publisher, a professional society, or university press. Most people would consider an indepenent journal suspicious or preditory and it will be hard to overcome this.
If you have a good idea for a journal and have identified a gap, you should pitch it to a publisher or university press. If you want to be involved and are qualified, ask them to make you the editor. I know that Elsevier, Springer, MDPI, and other big publishers all have contact info on their webistes for people to pitch new journal ideas. All of then offer excellent ISI indexed open-access journals and know how to go about setting them up. The established publisher will attract higher quality authors and papers to a new journal as well, which is essential for indexing.
This should be the best idea if you want a solid new journal for your interested topics. If you want to set up a journal as a business to make money, please do not do this - you'll never get ISI, Scopus, or DOAJ indexing and we have more than enough money journals already. They provide nothing to academia and just confuse researchers.
