Normally, Editors do not ask for the entire manuscript during a pre-submission inquiry. They either say we don't do pre-submission inquiries, and request you to submit the manuscript or will say they are not interested. If your pre-submission inquiry included a well-written summary/abstract of your manuscript, the editor should not need the entire manuscript. However, it is possible that he may not have found your explanation clear, but was interested in your findings and therefore wanted to know more. If your journal is Pharmacoeconomics, https://link.springer.com/journal/40273, it is a reputable journal. If you feel uncomfortable with sending the entire manuscript to the editor, but still interested in submitting to the journal, you can consider just submitting the manuscript through the submission system directly.
