Can I give an oral presentation in an international conference of my research work before submitting it to the university?

I want to give an oral presentation in an international conference. The presentation that I will give is based on a book of my research. I will submit my dissertation to the university in September 2017 but my conference is in July 2017. If I give an oral presentation on the same book on which I am writing a dissertation and will submit it to the university in September. Will there be any problem in the submission If I present it in the conference before the dissertation submission. is is ethical ? Is it allowed?
